Ofcom assumed its full powers on December 2003. It was as a wholly new body which replaced five regulatory bodies: the Broadcasting Standards Commission, the Independent Television Commission, Oftel, the Radiocommunications Agency and the Radio Authority, This case study sets out Ofcom's retrospective view of the stages of its development and draws out lessons that may be transferable to future mergers in the public sector.
