"The Guide has been designed to serve a dual purpose: (1) to supply the user with information as to the location of the original of each of the documents and its location on the reels, and (2) to provide a catalog from which orders for the reproduction of portions of the collection may be submitted and filled. At the same time it should be understood that although the Guide attempts an authoritative listing of discovered sources, it makes no pretense to be in fact, a repertory of definitive state bibliographies.
