This report, a follow-up to the 1999 report also sponsored by the Council on Foreign Relations, sets forth a number of useful steps - short of lifting general economic sanctions and establishing diplomatic relations - that it says can and should be taken to prepare for the transition in bilateral relations and on the island.".
