Both sides in the bloody Kashmir separatist conflict have been responsible for human rights abuses, but attacks on civilians by Indian government security forces have been marked by particularly wanton cruelty. Militant organizations are also guilty of crimes against civilians, engaging in summary executions, targeted assassinations and the indiscriminate use of bombs and grenades in public places.
