Taking as its reference point the development of citizens' participation in energy politics in West Berlin from 1970 to the present, Technological Democracy: Bureaucracy and Citizenry in the German Energy Debate examines the connection between environmental and democratizing concerns in Germany. Carol Hager illuminates what tentative answers environmental groups provide to the question of the citizen's role in technological society.
