Xenophobia in South Africa is rising alarmingly. Unpunished attacks on foreigners are disturbingly common, and foreigners are regularly victimized by the South African police, the army, and by guards at detention facilities. Detention conditions for migrants awaiting deportation are substandard and overcrowded.
