Eugene Bryan, a trade writer, takes up a new job with a shipping magazine and suddenly finds himself immersed in a network of intrigue and criminality that characterizes the international shipping industry. United States economic prowess is threatened by a growing trend, the false registration of ships to avoid international regulations.
