The forgotten Ninth Amendment

I think this is THE best book on the Ninth Amendment and it is much needed for use by people working on Articles of Impeachment stressing the Preamble and the Ninth Amendment of our Constitution. I would like to increase the availability of this book as quickly as possible. And I would like to pay for an on demand reprint of the first 85 pages (or 92 pages) ASAP as well. How can I get permission to republish these first 12 chapters of the book?
