This book was undertaken at the request of the State Historical Society of Iowa because the Territorial Government of Iowa evolved from territorial governments of the Northwest Territory, Indiana, Illinois, Michigan and Wisconsin. “The object has been to characterize rather than to present a detailed history – to indicate the real forces at work in the beginnings of Territorial government and to point out the important part played by the Governor.” (from the Author’s preface).
