"Working under contract with the U.S. Geological Survey, the MITRE Corporation has developed, and presents here, a detailed Management Plan for the conduct of the Prototype Oil Shale Leasing Program. The Plan is presented to the Area Oil Shale Supervisor located in Grand Junction, Colorado. Documents presented include: 'Final Report;' 'Volume I - Management Plan;' and 'Volume II -- Guidance for Lessees.' Primary project emphasis was placed on the Pre-Development Phase (that is, for year 1 through 5) of the Prototype Program"--page iii.
