Stevie Womack was dead, but his little brother, Storm,survived.Fifteen years later, Portland city cop, Storm Womack,and his partner pull two kids out of the chemical soupknown as the Willamette River. Once again, the oneknown as "Womack" survives unharmed while hispartner ends up a paraplegic. The all-too-familiar guilt of the survivor begins totake its toll on both Womack's work and personal life. His very guarded personal life is driven by the desire to recreate the family he had to relinquish after his brother's death. Ultimately, both his home and "family" are threatened by the criminals he chases and Womack must find out,once again, whether he will survive.
