Chea Phyrom is the nephew of Cambodia's prime minister, and that lucrative trade is his core business. When Kelly threatens his profits, Chea's revenge is swift: he kidnaps Kelly's adopted daughter, Mai, and hides her in his network of brothels. Kelly, faced with a corrupt and ineffective response to Mai's disappearance, falls out violently with the Cambodian-American team leading the investigation.
