Congressman Henry S. Reuss (D, Wisc., 1955-1983) believes there was indeed a time when government worked - a "Golden Age" from 1948 to 1968. Then, he recalls, the economy was functioning, the long-overdue civil rights movement was beginning to blossom, and government had integrity.
