This looks at the European republics of the former USSR as well as the other Central and Eastern European countries, and makes three main arguments. First, that these countries human resources must be developed through more effective labour markets, improved education, reduced poverty and better health care. Second, that the state still has a major role, and thirdly that reform will fail unless political and administrative realities are considered when policies are designed and implemented.
