Synopsis - Every thirteenth summer, the cicadas returned to Wilamet, Oklahoma, and this year Susanna Foster vowed to come back, too. Once, she’d been passionately determined to right the world’s wrongs, to “make a difference” in the nation’s capital. But bureaucracy had led to statistics, not solutions, to pencil pushing, not people – and certainly not passion.
