After retiring as Philippine Commission on Audit (COA) Commissioner in 1999, Sofronio B. Ursal set up a small specially publishing outfit the GOOD GOVERNANCE BOOKS which exclusively publishes his works on Philippine government auditing, government procurement, local government taxation, barangay (village) finance, and government managers' anti-graft guide.
